Because ccd is about change, it often challenges the status quo. Some argue that all ccd work is political by nature. Ccd work that is issue based, involves critical inquiry and advocates for change on behalf of others is a legitimate and dynamic form of activism. Ethical ideals demand ethical practice too: can ccd work that is funded through public institutions such as state and federal funding bodies truly be radical and free?

For many, cultural participation is linked with issues of equity, access and privilege. Ccd programs and projects are often used to redress imbalances - through community-based activity, by establishing links with other spheres of activity, and by advocating for policy that reflects the changing needs of communities.
